Chapter 91
A few hours later, Stephen finally arrived at Seaside City and rushed out as soon as his plane landed. Jimmy was already waiting for him.
Stephen jumped into the car and hurriedly asked, “Quick. Tell me what’s going on.”
Jimmy replied, “I’m not sure either. The chaos started out of nowhere and without any warning. I have a feeling they’ve been planning this for a long time.”
He was right.
Dennis had been waiting for that day for three years. Even the smaller entities had started making their moves after Howard was arrested. They all sprang to action once Dennis gave the order. No one could stop them!
“How could none of you have noticed if they’ve been plotting in secret for so long?” Stephen’s frustration boiled over, and he was close to losing his temper. “And you call yourself the mayor?”
Jimmy fell silent. He genuinely had no idea.
Howard had been too good at what he did. He was from the underworld, so he had men everywhere and was very well–informed.
Anytime an entity or organization tried something, he would learn of it instantly and snuff/ out the threats before they grew. Thus, Seaside City stayed peaceful for the past three years.
Everyone saw the city as a peaceful, thriving place, not realizing that danger was lurking beneath the surface!
Stephen said, “I’ve sent reinforcements. The chaos should be under control by tomorrow. In the meantime, hurry up and find out who started it.”
He glared at Jimmy with suspicion in his eyes. After what happened with Shawn and Danny, he no longer trusted Jimmy.
He planned to have Jimmy investigate openly while he conducted his own secret investigation. That way, if there were any discrepancies, it would prove that something was wrong with Jimmy!
Jimmy lowered his head and said, “I think I know who started the chaos.”
“You think?” Stephen’s voice grew colder.
Jimmy looked helpless. “It’s been three years, so I can’t say for sure.”
He had experienced the chaos before, so he knew how ruthless Crestwood was and how they basically ruled Seaside City with an iron fist until Crestwood suddenly withdrew and became docile three years ago.

That was why Jimmy could not say for sure if the matter was related to Crestwood.
Stephen took a deep breath, “Tell me.”
“It’s like this…”
Jimmy recounted events from three years ago.
“Three years ago, Seaside City was also in chaos with gang fights running wild and street fights everywhere. The two biggest forces back then were Crestwood and Howard’s team.
“However, one day, Crestwood suddenly went quiet, Howard started a company, and peace finally befell Seaside City, But now that Howard has been arrested, the city is in chaos again. I have reason to believe that Crestwood might be involved.”
Stephen frowned, deep in thought.
Seaside City was in chaos three years ago? That was news to him. He always thought that Seaside City was stable.
Now, with Howard arrested and the city in chaos again, it seemed too convenient to be a coincidence. Could Howard actually be the key to keeping the city stable?
“That doesn’t make sense. He was a gang leader, notorious for violence and crime. He should’ve been the source of the chaos, and the city should be safer without him. How could things have gotten worse? Maybe Crestwood knows something about this.”
Stephen decided to look into Crestwood, so he told Jimmy to contact the mayor of Crestwood. Jimmy got Dennis‘ number and personally made the call.
Soon, the call connected.
“Dennis, our leader would like to see you.”
On the other end of the line, Dennis was holding a glass of red wine in one hand and a phone in the other. “Your leader?”
The image of Stephen flashed in his mind. Dennis knew exactly why Stephen wanted to meet him.
“Got it. Bring him to Crestwood, then,” he replied casually before hanging up the phone. Dennis still had money to count and did not have time to waste on this conversation. Jimmy shook his head helplessly. People not in the know would think that Dennis was the one in charge instead. He was just a mayor, but he wanted Stephen to come to him and even hung up the phone first.
It was not just disrespect to Stephen but to the mayor as well.
