Nolan’s question put Stephen on alert. Though he disliked Ethan, he had to admit Ethan was an excellent judge of character. If Ethan had previously targeted Nolan, something was probably wrong with Nolan, and he would need to reassess the man.
Sensing Stephen’s suspicion and worried that it might be related to Ethan, Nolan quickly spoke in Ethan’s favor. “He helped me a lot in the past. I just wanted to thank him in person.”
Hearing that, Stephen relaxed.
“There’s no need to look for him,” he said. “Ethan Rivers is corrupt and in prison now. He’ll be in there for life.”
Nolan was stunned to hear Ethan was really in prison and locked up for life. Although he had heard such rumors before, hearing it directly from Stephen was a great shock.
“Is that really true? He didn’t seem like someone who would be corrupt.”
Stephen glanced at him. “I have no reason to lie to you. Enough about that. I brought you here to be mayor to solve Hill City’s current problems, not to worry about Ethan Rivers.”

From Stephen’s reaction, Nolan quickly guessed there was probably bad blood between them. Connecting the dots with the issues in the other cities, he was almost certain now that Stephen was behind Ethan’s imprisonment.
Nolan secretly rejoiced. They had been so close to taking over Breeze City before, only for Ethan to ruin everything and get his brother, Max killed. Now that Ethan was finally out of the picture, no one could stop them anymore. They could finally achieve what they could not before and avenge Max!
For now, though, Nolan decided to play along with Stephen. Later, he would tell his father and brother about Ethan’s imprisonment so they could plan their revenge.
“I’ve only heard rumors about Hill City’s situation. Do you have a report I could look at for the specifics?”
Stephen handed Nolan a report, which Nolan took and skimmed through. After a few minutes, he put it down.
“I understand Hill City’s problems now. I have several solutions.
“First, regarding the destroyed orchards and farms, we need to improve regulations to prevent similar incidents in the future.
“Then, we’ll need to provide timely assistance to affected businesses and farmers. We’ll assess the losses and distribute compensation funds through towns and villages, and allow them to handle the remaining details.”

Stephen nodded, thinking that it was an excellent approach.
He thought to himself, ‘As expected of someone who’s been deputy mayor for twenty years. This guy really knows his stuff.‘
He had been trying to solve everything alone, but today, Nolan had just taught him a useful technique: break down the problems and get the town or village chiefs to tie up any loose ends. That way, big problems could be turned into small ones, and small problems could be resolved into nothing!
“That’s a good plan,” Stephen said. “What about the freeway issue?”
“I have a solution for the damaged freeway too,” Nolan replied. “Stone Village was responsible for the damage, and they have a quarry. We can work with that. Whether we lease it to other companies at a premium or mine it ourselves, we can use the money we make from it for repairs.”
Stephen’s eyes lit up. “Excellent! This is truly excellent!”
He looked at Nolan excitedly, feeling he had struck gold. Nolan’s capabilities exceeded his expectations.
“Next, about the forest fires. What’s your take on it?”
Nolan thought briefly. “That’s easy to solve too. We can start a fundraising campaign. If we use former mayor, Julius Sanders‘ name, I’m sure we’ll receive substantial donations.”
