Everyone applauded Stephen. His plans seemed perfect. If they followed Stephen’s plan, Aqua City’s GDP would surely rise.
Then, someone in the room asked, “There’s still one more month left before the launch, and our construction for the venue is almost done. Are we really moving it to the beach?”
Stephen stood firm on his stance. “It has to be on the beach. As for the current construction, we can just tear it down.
“With destruction comes creation, right? I’m sure you’ve all heard it before. This sports game is a once–in–a–decade opportunity for us. We cannot afford to miss it. If we capitalize on this, the city’s GDP will rise to four trillion in one year!”
Everyone’s eyes lit up.
Four trillion was nearly twice the current GDP! If they could make it, Aqua City could be one of the megacities of the country.
They could not contain their excitement, fully supporting Stephen’s decision.
“Your plan is great!”
“Yeah! It’s way better than Ethan’s plans!”
“I can already picture Aqua City’s glorious future!”
They were hopeful of what was to come.
Seeing his plan receive such enthusiastic approval, the smile on Stephen’s face widened.
After that, they discussed more of the finer details.
They decided to remap the city’s district for more tourist spots, bring in more non–local aquatic species, attract more businesses and investments, and also move the sports games
venue to the beach–all of them happening simultaneously.
Once the meeting was over, the mayor brought Stephen to his hotel,
“Can I have the layout of the city? I want to map out the locations,” Stephen said.
The mayor replied with concern, “You have been busy the whole day. Why not take a rest for now?”
“It’s no time for rest. We have to get this ready as soon as possible, and then we can rest. It’s better for everyone that way.
He was eager to deliver results quickly. Not only would that clear his tarnished past, but it could also secure him a position in the cabinet sooner.

He believed mapping out the locations was no difficult task.
The mayor, unaware of what was on Stephen’s mind, was moved by the young man’s determination.
“Thank you. With you governing Riveria, its future will be bright.”
Stephen smiled proudly. “That’s for sure.”
The mayor then had his men deliver the blueprint of the city’s layout before he left.
While Stephen was mapping out the locations, a few men gathered in a VIP room of a certain restaurant in Aqua City.
There was a feast on the table and three more bottles of expensive wine by the side. A few middle–aged men sat at the table, but no one was eating.
They were the CEOS of multi–million companies, each having a total assets of a hundred million. Their goals had been setting up factories in Aqua City, but Ethan had gotten in the way back when he was still in power.
Now that Ethan was gone, they finally grew restless. Without Ethan in the way, no one else could stop them, and they were determined to set up factories in the city.
“One last time, is Ethan Rivers really gone?” asked a scrawny man in a suit.
The man’s name was Jamire Lake, and he owned a dozen cement factories in the country. He had long wanted to expand into Aqua City because of the rich water resources and cheap labor force, not to mention its proximity to the border where demand for cement was high.
With his identity and wealth, he should be a man of power and confidence. However, when it came to Ethan, he had to be careful.
