Simon nodded and agreed with his son. Besides, how could someone fail at the same job. three times in a row?
After the call, Stephen wrote a proposal for his plans. The next day, he took a plane to Aqual City, but this time, he came prepared.
The mayor welcomed him at the airport and brought him to the hotel.
On the way to the hotel, Stephen asked, “How much longer until the sports games?”
“One month.
“One month? Hm, it’s short but should be enough,” Stephen muttered to himself. “This is the proposal that I’ve come up with. Have a look.”
He handed the mayor the proposal.
After going through the details, the mayor frowned.
The proposal focused on heavily promoting tourism, building more resorts, opening more bed–and–breakfasts, and even launching some trendy spots. It also included plans to introduce more freshwater species to diversify the local aquatic life and attract more seafood companies to set up shop. Lastly, it suggested moving the sports games venue
onto the water.
There were four suggestions in the proposal, and the mayor wanted to reject every single one of them.
The reason? Ethan mapped out the current development plans for the city while he was in power, and Aqua City thrived because of that development plan. However, the proposal. that Stephen came up with conflicted with every aspect of the current development plan, especially the suggestion of moving the venue to the beach.
“What’s the matter? Is there any problem with my proposal?” Stephen asked when he noticed the furrowed brows on the mayor’s face.
The mayor nervously said, “I feel like maybe some of these ideas haven’t been fully thought through.”
“Why? I would love to hear your opinion on this.”
Stephen had grown smarter after two failures. He had learned how to be more open to suggestions or even criticism even if they did not fit his plans.

Stephen narrowed his eyes when he found out Ethan also used to govern Aqua City and had done a lot for the city’s future development, such as planning and limiting a certain type of aquatic life and seafood companies related to the industry.
“Why would he do that?”
Stephen was baffled. If the city’s development had been mapped out, it would significantly reduce tourist attractions, leaving little room for Instagram–worthy spots. It would be a waste not to develop them to make more money.
Limiting the types of aquatic produce was also a stupid move because it would destroy the natural ecosystem and throttle the development of the local economy.
With only a limited variety of products being offered, if more competitors from other cities joined the market or certain seafood went bad, it would affect the city’s economy severely. Then, there was the limitation on the types of business allowed. However, Stephen did not even want to comment because it was foolish. It would only shut out wealthy companies from entering the market and also result in a limited and fragile economic structure.
The problems were obvious.
After thinking it through and even comparing his own plan to Ethan’s, he strongly believed his plan was better.
As such, he turned to the mayor and asked, “When did he map out the plan for the city?”
“Three years ago.”
It all clicked for Stephen.
“That explains it. Three years ago, Aqua City wasn’t in the same state as it is now. Maybe Ethan’s plan worked well back then, but now, his plans are outdated and no longer viable. It’s been three years after all.”
He believed his plan for the city was more suitable.
“Ethan might be smart and capable, but he’s short–sighted. His plan cannot catch up with the times.”
